Be in the starting gate 10 minutes
before the first qualifying race
and 15 minutes prior to the first
race of a program. 2. Check that the wings of the starting gate, the recall light and speaker are working. 3. May act as a Patrol Judge and with the permission of the Judges follow the field. 4. Advise the Judges of any horse that must be schooled or re-qualified before they are permitted to race. 5. Ensure that an entry has the proper driver and saddlecloth number. 6. Check entries for lameness and equipment while they are scoring. 7. Advise the Judges of any horse returning to the paddock and the reason if possible once they have post-paraded. 8. Advise drivers of scratched horses so they may move into their proper position behind the starting gate. 9. Notify the Judges if he/she should see a horse fall anytime throughout the race program. 10. Advise the Judges of any breaking horses or rule violations that they may observe in a race. 11. May assist the Paddock Judge with horses going to the post-race test. 12. Notify the Judges of any objection a driver may enter after a race and direct the driver to go directly to the paddock phone. |

Verify Race Program for ERRORS. 2. Assist in verifying Post-Parade that horses are properly numbered, equipped, correct driver and observe horses scoring. 3. Take working order of finish as horses cross the finish of the race. 4. Be responsible for the tote board Loading of working finish, display photo, inquiry, and objection when required. 5. Advise the announcer to inform the public of any valid claims on a horse. This should be done as the horses are being paraded. 6. Give Pari-Mutuels working order of finish, and later the official order of finish. 7. Review the stretch run of the race with the Senior Judge. 8. Take Run-Down or Splash Down of race with Senior Judge. 9. Verify correctness of working copy of Judges sheet and later verify and sign off the official judges sheet (i.e. Proper Condition of race, times, Dollar Odds, Pays, Drivers, Breaks, Horses put on judges list are correct). 10. Verify the working copy of the Judges’ sheet with the S/C Representative, insuring breaks are on horses’ line, any notations are made such as claims, placing remarks, horses placed on the Vet or Judges’ List. 11. Verify and sign-off the Official Judges Sheet. 12. Write up penalties for signature of the Senior Judge. 13. Observe actual running of race for any driving rule violations, breaks made by any horse and any interference caused by breaks. 14. Assist in putting horses on judges list. 15. Maintain record of fines, suspensions and warnings. |

Assist in preparing of forms for
Senior Judge, A) Pay Sheet B) Horses on Judges List C) Maintain record of horses that miss Post-Race Testing. 2. Verify race program for ERRORS. 3. Verify post parades - properly numbered, proper diver and colors, equipment on horse; observe horses scoring and horses that are warming up. 4. Advise starter of minutes to Post Time. Reconfirm any program changes prior to the start. 5. Watch actual running of race on the video (if possible). 6. Make note of breaking horses and location where break was made. Breaks when seen should be called out by whoever sees it and interference caused by the break. 7. Take working order of finish as horses cross the finish. 8. Review stretch drive on video while Senior Judge and Associate Judge One are taking splash down. 9. Verify tote board is displaying correct finish and approve correct run down of race with Senior Judge before the race is made official. 10. Verify the run down with the Senior Judge prior to it being made official. 11. Verify correctness of working of Judges sheet and later verify and sign off the Official Judges sheet (as stated in Associate Judge One duties). 12. Responsible for filling out of the commission report and race program. They must be submitted to MPHRC. 13. Notify the Paddock Judge of any horse placed on the Judges or Vets List for any reason. 14. Observe actual running of race for driving rule violation, breaks made by a horse and any interference caused by a break. 15. Assist in putting horses on Judges List. 16. Assist in writing up penalties assessed to a licensee for the Senior Judge’s signature. |

Getting the fields on the track
for post parades in accordance
with the schedule given to him
by the Senior Judge. 2. Maintain Equipment Cards for each horse. 3. Inspection of horses for changes in equipment, broken or faulty equipment, head numbers or saddle pads. 4. The Paddock Judge shall see that only properly authorized persons are permitted in the Paddock. 5. Maintain Paddock decorum. 6. The Paddock Judge shall insure the proper driver is on the horse for post parade or confirm with the Judges the correct driver will be driving if a substitute is parading the horse. 7. The Paddock Judge will immediately notify the Senior Judge of anything that could in any way change, delay or otherwise affect the racing program. 8. The Paddock Judge will report any cruelty to any horse that he observes to the Senior Judge including horses showing visible injury. 9. The Paddock Judge, under the direction of the Senior Judge, will write up and deliver the "Notice of Rule Violation" to the participants charged pending hearings. 10. The Paddock Judge shall insure the Identifier inspects each horse prior to its departure from the paddock to the post parade to confirm the horse’s tattoo number, freeze brand, colour and markings and shall report to the Senior Judge any horse not properly identified in conformity of the rules. 11. The Paddock Judge shall assist Starter in the organization of the post parade. |

Prior to the race program, report
to the race office for changes
to the program and Standardbred
Canada Reports. 2. Act on reports received from S/C Field Representative. -Expired licenses. coggins, outstanding fines or invoices, program changes etc 3. Ensure the following have any program changes – Associates, announcer, starter and C.P.M.A. Rep. 4. Supervise Associate Judges. 5. Verify Race Program for Errors. Go over changes with Associates, Pari-mutuels and C.P.M.A. Rep. 6. Observe activity on the racetrack, while horses are warming-up and in Post Parade. 7. Take working order of finish as horses cross the finish line. 8. Review the stretch run with Associate Judge One while waiting for splash down. 9. Be responsible for ensuring that the correct working order of finish is put on the tote board along with Photo, Inquiry, or Objection when necessary. Inform the public of Inquiries and Objections via the public address system. Should the placing affect an entry in the Pari-mutual pay off, replay the infraction to the public at least once in slow motion and at regular speed. 10. Take the splash down of the race and order any photo if deem necessarily. *Triactor races- 4th place is of extreme importance*. Check photos for proper plates, dates and race number. 11. After verifying the run-down of the race with your Associate Judges and the correct order of finish is on the tote board: ONLY THEN, display the OFFICIAL SIGN. 12. Advise the Announcer of the Official Run-Down. ALWAYS HAVE THE ANNOUNCER REPEAT THE ORDER OF FINISH. 13. Ensure that the Standardbred Canada Field Representative has the Official Finish and advise of any horses making breaks and where the breaks occurred. 14. Be responsible for putting horses on Judges List. Notify Paddock Judge of such horses so he/she may notify appropriate Trainer. 15. Verify the working copy of the Judges Sheet and later verify and sign off the Official Judges Sheet. 16. Conduct any investigation of possible racing rules violations. Before imposing a penalty, have the S/C rep print off a list of violations by the licensee for previous infractions. 17. With the assistance of Associates One and Two approve or disapprove any Claims made in any race. 18. Bring associates’ attention to situations when a race is spread out. 19. Keep a diary of race day activities; make notes of any conversations dealing with inquiries or objections. These will be very helpful if the Judges Panel’s decision is appealed. 20. Prepare Accident Reports when necessary. 21. Prior to race meet, the Senior Judge shall hold a Paddock Meeting and when deemed necessary through the race meet. 22. Be responsible for mailing or delivering all reports to the Racing Commission. This must include a copy of the day's marked race program, commission report, pay sheet and other relevant documents. |

determining the amounts of purses
and to whom they are due; 2. familiarizing him with the age, class, sex and competitive ability of all horses racing at the meeting; 3. classifying horses in accordance with these rules and list horses in the categories in which they qualify; 4. examining all entry declarations to verify information set forth therein and provide the listing of the horses for the daily program; 5. examining nominations and declarations of early closing events, late closing events and stakes events to verify the eligibility of all declarations and nominations and compile lists thereof for publication; 6. establishing conditions and eligibility for entering races and cause them to be published and communicated to Owners, Trainers and the Commission and such conditions are to be published and posted in the Race Secretary's office; 7. completing the draw each day, the Race Secretary shall post a list of entries in a conspicuous place at the track facility’s grounds accessible during and after regular business hours; 8. for purposes of establishing conditions, winnings shall be considered to include all monies and prizes won up to the time of declaration for the race and winnings during the year shall be calculated from the preceding January 1st. |

Prepare and submit any reports requested by the Judges; and, 4. Attend hearings or inquiries and testify thereat when requested by the Judges. |

track if other than one-half mile; 2. Symbol for free-legged pacers and hoppled trotters; 3. Track condition, distance and type of race. Under the supervision of the Judges, the Chart Maker shall record any time allowances granted for track or weather conditions and this shall be recorded in the official performance records for all races, including qualifying races. These allowances shall be increments of full seconds and shall appear beside the track condition; 4. Post positions and positions at the quarter, half-mile, three-quarters and at the head of the homestretch with lengths behind the leader; 5. Driver and/or Trainer changes; 6. Standard symbols for breaks and park outs and interference, where applicable; 7. Finishing positions as determined by the Judges, beaten lengths and individual times; and 8. Closing dollar odds. |
