OFFICIALS PROFESSIONAL DEVELOPMENT & TRAINING
The Maritime Provinces Harness Racing Commission, comprised of two appointed members from each Province, is mandated as the regulatory body for Maritime Harness racing.

The harness racing industry represents a very important aspect of the economy in our region. It is imperative that we exercise vigilance in our approach to making the industry a first class operation. Therefore, Commission members are unified in their commitment to ensure that our industry is recognized as having an impeccable image of integrity, honesty and sincerity. We firmly believe that all patrons supporting our industry deserve this assurance.

Racetrack officials are licensed, employed by, and accountable to, the regulatory body. These people are the visible core front line representatives of the governing body and we entrust in them the power of interpreting and applying the rules and regulations, which outline the expectations of the Racing Commission. Arguably, these people represent the most important role in the actual race program. It is imperative that officials be completely knowledgeable of the race industry regulations established by the Maritime Provinces Harness Racing Commission and Standardbred Canada. Officials must be able to make quick decisions, which exemplify fairness, impartiality and common sense. The onus lies with the Commission to ensure that officials have the opportunity to gain necessary expertise, which will include positive evaluations emphasizing constructive suggestions and accountability.

The Commission will implement a two-pronged approach to maintaining and developing highly qualified and respected racetrack officials.
1. We work on the premise that we have well-qualified officials presently employed by our industry. We will support these people and provide in-service opportunities for them to enhance their professional expertise. These people must be aware what we view them as a very important group and appreciate their efforts. We also recognize that in any organization every individual should be afforded the opportunity to advance himself/herself in terms of professional development and, as the process evolves, a measure of accountability will be developed and implemented. We must accentuate the positive and constantly emphasize that we see this as a team effort. We are all in this together, but as we raise the bar for Commissioners, we are raising it for officials. We will not accept anything but complete dedication and professionalism.

2. The Commission has implemented an aggressive recruitment initiative to encourage exemplary people to become involved in our training program for new officials. Introductory sessions have been held throughout the region to explain the program and receive a signed statement of commitment to participation in the ensuing training program.

The objective of phase two is to have a number of officials qualified and licensed to serve in various aspects of our industry upon completion of the program. Each trainee involved in this process will qualify for and write the exams for the various roles in our system.
